According to the acting Minister, the crisis in vocational education is due to global factors

The Ministry of Education and Science will propose a new model of vocational education management

The crisis in vocational education is due to certain global factors, including demographic decline, increasing labor migration, access to education abroad, social demands of young people for the first job and the growing influence of social networks on the prestige of the working profession.

This was stated by Acting Minister of Education and Science Sergei Shkarlet during a working trip to the Dnepropetrovsk region with President Vladimir Zelensky.

According to him, that is why there is a need to modernize vocational education for the sustainable development of society.

In this regard, the Ministry of Industry will present a plan to modernize vocational education, developed on the initiative of the President of Ukraine.

Scarlett noted that to date, 754 vocational education institutions have confirmed their readiness to reform.

The modernization plan envisages the creation of an effective system of management and financing of vocational education institutions, which requires optimization of the existing network of institutions, which has already begun with the participation of local authorities and local governments, and completes the transfer of institutions from state to municipal ownership.

“A new model of governance in vocational education will be proposed at the regional level with the mandatory involvement of all stakeholders,” said Scarlett.

The plan also provides for the renewal of the educational and social infrastructure of vocational education institutions with the involvement of investments, as only 6% of such institutions have been renovated.

The Ministry of Education and Science has developed a model agreement on receiving vocational education in the dual form of education. The draft document has been published for public discussion.

It is planned that the model contract will be a tripartite document that will allow to organize training not only in the institution, but also in production. In this case, the employer under the contract may agree with the student that he will work for a certain period of time after training in his production.

According to the Minister of Education Lilia Grinevich, the main purpose of the draft agreement is to attract employers to cooperate with vocational education institutions.

“Dual education is when a student receives about 30% of the time theoretical knowledge of the profession in an educational institution. The rest of the time he spends in real production, where he gets the opportunity to work on modern equipment, learn corporate ethics, etc. Now our employers are not very deeply interested in the development of dual education. To fix this, we have prepared this agreement. By signing it, the student will receive a high level of education, but also undertakes to work a certain time after graduation from the production, where training took place, “said Grinevich.

In her opinion, work under this agreement is a format that benefits everyone. The student receives a quality education, the employer – an employee, and a vocational education institution – great opportunities for student learning.

“I am very much asking employers, representatives of vocational education institutions, managers to review the draft of this agreement and submit their proposals to us within approximately a week. We worked on this document for a long time, involving both employers and our lawyers to protect the rights of students. However, I do not rule out that something could have been missed. Pupils and students of educational institutions aged from 18 to 22 will take part in the competition

Competitions in working professions will be held in Ukraine

WorldSkills Ukraine competitions will be held in Ukraine for the third time. Pupils and students of vocational and higher education institutions, skilled workers and specialists aged 18 to 22 will take part in the competition.

According to the Ministry of Education and Science, the all-Ukrainian stage of the competition will be held from November 27 to 29 in Kiev. It will be held in 7 competencies: culinary arts, hairdressing, fashion technology, welding, electrical work, metalwork, lifting and transportation of goods.

According to Deputy Education Minister Pavel Hobzey, the WorldSkills competition unites more than 70 countries, and the victory at the state level will open the opportunity for young professionals to take part in the WorldSkills International World Championship, which is now the most popular professional competition.

“At the same time, holding the competition is very important for us in the context of professional orientation of young people, introduction of the best international developments into the system of Ukrainian vocational education,” said the Deputy Minister of Education.

What do we want? Well, of course, that education was affordable, and most importantly – quality.

There are no special problems with accessibility. A powerful infrastructure of educational institutions has been created for the training of workers, craftsmen and engineers. For any wealth – public, communal, private.

Regarding equal opportunities. The public mentality regarding receiving professional education, and even more so quality education, has not developed today or yesterday. Naturally, most young people try to get into educational institutions in our cities – Kiev, Kharkov, Lviv. And they come here not only to become a student, but also to get a job, despite the cost of education, remoteness from the place of permanent residence, difficulties with housing. As a result, the best educational, scientific potential is accumulated in famous cities, leading universities.

Even after receiving bachelor’s degree from regional universities, more and more young people are trying to get a master’s degree in educational institutions of Ukraine, which occupy the first steps in the ranking.

This is facilitated by the introduction of a single state qualifying examination for the external evaluation, the results of which, usually positive, the student can continue his studies at the desired university. The main thing is to have knowledge that will allow you to overcome competitive obstacles.

But after graduation, most graduates settle if not in the cities, then near them, often working not in the specialty, and even in the workplace, which does not require higher education. As a result, according to employers, especially from the regions, their best employees are mostly not graduates of prestigious universities.

There are a large number of different ratings, where the main criteria for evaluating the activities of educational institutions are publications in foreign professional publications, tracking the citation of articles (Scopus), scientific and pedagogical potential, information resources and more. Of course, this is very important and can really be tracked by determining the places in the rankings. But in this case, we evaluate the tree itself, not the fruit that grows on it, the machine, not the part that is carved.

I do not want to cite new allegories, but in reality, an objective assessment of the activities of an educational institution is a graduate. Where he works, in what position, what results this company has achieved, what colleagues and managers think about it, etc.
